Zero to Launch in 6 Weeks - Building Maryland’s Enterprise Contact Tracing Platform (MDCOVID)

Challenge

At the height of the COVID-19 pandemic, Maryland urgently needed a statewide digital platform to manage contact tracing at scale. Existing manual and fragmented systems were unable to handle the volume of cases or the complexity of coordinating across multiple public health teams. Speed, accuracy, and data security were all critical, and the state required a solution that could be deployed quickly while remaining robust and adaptable to evolving needs.


Leadership

As Product Manager at Enovational, I directed the development of MDCOVID, overseeing a $2M SaaS product portfolio in partnership with state public health officials. I implemented an agile, iterative development approach that allowed us to rapidly release core features while continuously incorporating user feedback from field tracers and administrators. I worked closely with engineers and designers to ensure workflows reflected real-world contact tracing processes, integrated with state reporting systems, and adhered to stringent data privacy requirements. In parallel, I managed stakeholder alignment, balancing urgent delivery timelines with long-term scalability considerations.


Outcome

MDCOVID was launched as Maryland’s enterprise contact tracing platform, enabling the state to manage thousands of cases efficiently and securely. By digitizing and streamlining workflows, the system reduced operational costs by 25% compared to manual methods while improving data accuracy and reporting speed. The platform became a cornerstone of Maryland’s public health response, demonstrating the power of agile SaaS development to address urgent, large-scale challenges in the public sector.
